@riking bingo; hide DMs by default, allow a toggle on that makes an audit in the audit log, for these situations where it's necessary.

this was basically one of the first things suggested in the now closed issue in mainline

can't wait until admins get easily socially engineered to suspend people since they can be given a single DM in a vacuum by someone that wants to abuse the system and now they can't look up context anymore

@bea just noticing that I got an email that the issue on mainline for admins not being able to view DMs in any way without reports was closed unresolved

There are myriad reasons people won't submit reports. Stop using them as your golden ticket to solve all your problems.

If admins can't view DMs of users it WILL result in a trail of harm at some point or another.
